1) Introduction

My thanks to Laszlo Nagy, Sami Hamalainen, Axel Fritz, Biro Sandor, Carsten Hensel, Gerhard Hund, Michael Atkins, Lanfranco Bombelli, David Llada, Edoardo Bonazzi, Stewart Reuben and all those who helped with this issue.

Another quiet week with further objections to FIDE proposals, the Goodricke International and the Bundesliga headlining. The 22nd sees the start of the Linares tournament with Garry Kasparov, Anatoly Karpov, Alexei Shirov, Judit Polgar, Peter Leko and the rising star Alexander Grischuk competing. Next week should be very interesting.

2) 12th Goodricke International

The 12th Goodricke International Open Chess Tournament took place in Calcutta 6th-17th February 2001 at the Gorky Sadan, Calcutta. Joseph Gallagher had a superior tie-break to Andrei Kharlov both scored 8/11 half a point clear of five more players.

Note that the game Ghaem Maghami vs Ravi Lanka was a short draw, the game given last week was Brauer,C - Boricsev,O from the same round. Also Datu-Dhar round 6 game had the wrong result.

3) First Saturday February

Laszlo Nagy reports: The GM and IM First Saturday events took place 3rd-16th February 2001. There are 5 groups, a category VII GM-group with 14 participants, two IM-groups one category III and another category II. There were also two FM-groups. Altogether 63 players from 14 countries: HUN, USA, FIN, ARM, ARG, ROM, MEX, YUG, CRO, VIE, CHN, GER, FRA, TUR compete. The new FIDE time control of 75 minutes for 40 moves and 15 minutes to the finish with a 30 seconds per player per move was used. Heikki Kallio was the clear winner of the GM event.

5) Bundesliga

The 8th and 9th rounds of the Bundesliga were played over the weekend of February 17th-18th 2001. The weekend saw SG Solingen fall out of the race for the title after two losses this weekend. The leaders are Lübecker SV (who beat Solingen on Sunday) and they will fight out the destination of the title with SG Köln Porz who are a point behind. All the games (except Thesing-Hertneck) from Bremen, Porz and Solingen are available, those from Mainz are missing.

6) Romanian Championships

IM Biro Sandor is the organiser of the Romanian Championships (men and women) taking place in Baile Tusnad, Romania and he sends the news so far. After 13 of 15 rounds Iulian Sofronie and Ioan Cosma lead with 8.5 points. Bela Badea withdrew after a few rounds of the event.

7) Dortmund will see Anand and Kramnik compete

The Dortmunder Sparkassen Chess Meeting 2001 will have Anand and Kramnik as the stars of the event. The event which is also the 29th International Dortmund Chess Days will be held July 12th-22nd in Dortmund Opera House (1200 seats for spectators). 6 players from the top ten will be invited for the double round robin event they will include Kramnik and Anand the event will be Category 20 or 21. An announcement will be made in May of the full field. Alongside the super-tournament will be a computer match with a top player, other matches and an Open with 300 participants. 13) Various FIDE issues

FIDE Minutes Istanbul, Spanish object

The minutes of the FIDE 2000 Assembly in Istanbul have been released on FIDE's site: http://www.fide.com/release/. They are important for a number of reasons including the new time control. Spain put in a bid for the 36th Olympiad in 2004 and they feel the minutes don't reflect that bid.

The Spanish Chess Federation has just received the Minutes of the FIDE General Assembly held in November 2000 during the Olympiads in Istanbul.

In spite of the FIDE management's promise, the amendments to the minutes proposed by the President of our Federation during his speech of the last day of the General Assembly to do not appear.

The aforementioned amendments affect clause 34.4 regarding the 36th Chess Olympiad, 2004. Our country, Spain, had presented a formal bid, including the financial guarantee of the payment of 10.000 Swiss francs before the closing of the General Assembly if the bid had been accepted.(D.II.07.-2.3.2), but in the minutes no references to our explanation appear, and also no references to the subsequent discussion regarding our point of view that the decision, taking into account the FIDE Statutes, must be taken by the Assembly, or at least that the order of the bids must be guaranteed.

According to the FIDE handbook, our offer fulfills all the conditions (including the conditions mentioned above), but even if we accepted that some others could be taken into account, the FIDE management refused that the General Assembly should decide on it. Even considering the applications as provisional, the General Assembly must decide, granting the order of the options. (D.II.07 - 2.2.3)

The president of our Federation explained this point of view and some other remarks during the session of the General Assembly, but there are no references about it, neither the subsequent debate in the official minutes.

FIDE management also adopted the (public) compromise of sending the tapes of the General Assembly to the Spanish Chess Federation as soon as possible, but today, more than three months later, we are still waiting for them.

It could be a wrong feeling, but it seems that FIDE doesn't want to act in a fair way in relation to the awarding of the organization of the 36th Chess Olympiad.

Based on the seriousness of the matter, the Spanish Chess Federation is obliged to send this public formal complaint letter, asking once more to correct the minutes to reflect exactly what was debated there and to ask again that the tapes be sent to us as soon as possible.

FIDE management is loosing credibility while it continues neither to respect the rights of it's affiliates nor the authority of it's General Assembly.

Another case of this authoritarian attitude has been the recently imposition of a new official FIDE play rate without the approval of the General Assembly, causing the protest of important Chess Federations with whom we give our support.

Italians add their voice to the protest against the new time controls

PRESS RELEASE OF THE ITALIAN CHESS FEDERATION ON THE NEW FIDE TIME CONTROLS

12th February 2001

The Board of the Italian Chess Federation discussed the decisions agreed upon by the FIDE Presidential Board on 26th December 2000 concerning the replacement of the zonal tournaments by one continental tournament and the introduction of new time controls starting from 1.1.2001 in Man's and Woman's World Championships and all FIDE events and international title tournaments. The Board strongly objects to the form, timing and content of such decisions which appear to be in contrast with both the Statutes of FIDE (as to the functions given to the Presidential Board) and the existing FIDE regulations. Therefore the Board declares to fully support the protest of the Chess Federations of Germany, France, Netherlands, Portugal and others. The Board believes that such decisions can be taken only after a full and thorough discussion and only with the explicit consent of the General Assembly. It is the opinion of the Board that any measures that may be taken should be introduced gradually, and in any case giving the organisers of non-World Championship FIDE events the possibility to choose between different options. The Board of the Italian Chess Federation hopes that the FIDE Presidential Board will cancel the decisions in question and put the issue on the agenda of the next General Assembly of FIDE.

COMMENTS ON THE PROPOSED EUROPEAN CHAMPIONSHIPS

It is intended to replace the European Zonals by amalgamating them into the European Championship and having an equivalent number of qualifying places. This is an admirable idea and should be highly successful. There are several technical problems:

There are approximately 40 qualifying places from the European Zones for the World Championship. These could be reserved simply to the 40 highest placed competitors in the competition. However, this could well have the defect of the event being swamped by players from one country and thus losing credibility. A maximum number of qualifiers could be set from any one country or zone. Probably best is, the places can be reserved to each zone as before. Thus there will be 6 (or more) qualifiers from Zone 1, irrespective of where they finished in the final table.

The standard Seeded Swiss is totally unsatisfactory for this event. The system exhibits bias against players in certain rating bands, especially those at the top of the second half of the tournament. The only recognised system that may be satisfactory is the Dubov System. Christian Krause has produced a computer program for this system.

It is intended to restrict the event to players entitled to play from their zone and also players rated 2400 or higher. Why not let anybody play, but simply have much higher entry fees for players of lesser standing? This would help the weaker federations and make budgeting easier. There are about 1500 players eligible to play who are 2400 or higher or federation nominees. It will be necessary to limit the numbers from one country. Obviously the size of the venue is highly important.

This year the European Women's Chess Championship is scheduled for May. It would be perfectly satisfactory in the future to run the whole competition, for both sexes, as one giant tournament. The highest placed female competitors would win the title and the qualifying places. If this results in women qualifying for the World Championship, so much the better. This would reduce the administrative effort and provide female players with an ideal opportunity to compete alongside men at their own level.

There are many qualifying places. Thus players, from the same federation, should not be paired together in the later rounds, if some, but not all, are still in contention for qualifying places. There are no regulations in the FIDE Handbook dealing with this problem for Swiss System tournaments. Perhaps these existed for the 1996 Inter-zonal.

Players will be participating who have already qualified for the World Championship. Again, their pairing against friends could provide a problem in the later rounds. This problem will be diminished if the top prizes are graduated substantially.

The precise play-off system where a number of players tie for a number of places has never been clarified. This must be done before the event starts and I suggest Christian Krause, Geurt Gijssen and I are asked to determine all these regulations.

Since there will be ties, it will be better to ensure there is a play-off for the title. 10% of the prizes the top score group receive should be reserved for this play-off.

The Board should consider awarding 5 points for a win, 2 for a draw and 0 for a loss. This will reduce the number of ties and mean fewer players will be able to coast in with insipid draws. 3, 1, 0 is too radical and increases the chance of players leapfrogging their peers at the end and also of cheating.

The following title regulations should exist in the spirit of the current ones: B.01.1.13, 1.25, 1.43, 1.55 One GM (IM, WGM, WIM) result in the Continental Championship of not less than 13 games. B.01.1.34, 1.63, One rating performance of 2300 or higher (2100 or higher) in the Continental Championship of not less than 13 games shall lead to the award of the FM (WFM) title.

EUROPEAN CHAMPIONSHIP 2001-2002

This event was awarded to Groningen to take place from the middle of December 2001 to early January 2002. That decision was made before the Presidential Board decided the Continental Championships should be the main route to the World Championship. Even prior to that, these dates were totally unacceptable.

1. The World and European Championships will clash. This means the publicity and commercial value of the whole cycle will be very much diminished. Does FIDE Commerce know of this proposal?

2. This clash means that leading European players will be unable to take part in the European Championship. It will be sending out a loud and clear message that this event is nothing more than a qualifying competition for the World Championship. This is totally against the wishes and objectives of the European Board.

3. The event clashes with Hastings. This is the longest-running international event in the world. Indeed it is the only one that existed before FIDE. Such a move may well destroy our oldest event. As Mr Zwanepol well knows, I did my best to defend his dates when it was clear FIDE wanted to bull-doze their way in. When FIDE announced they wanted to interfere with the Wijk an Zee dates, I immediately made my opposition to that proposal clear. Even without the World Championship qualifier, the event should never have been awarded for those dates.

The damage caused by these clashes may prove to be irreparable. In any case there will be a huge financial loss to Hastings Congress for which recompense will unquestionably have to be made.

The FIDE General Assembly made it perfectly clear that the Calendar was the responsibility of the Organizers Committee. I must veto this destructive clash.

North Sea Cup

Karpov in Greece and simul record attempt

The former World Champion Anatoly Karpov will visit Greece in a chess festival that will take place in Rethymno of Crete. Karpov will play in exhibition match against the 1999 Woman World Champion U-20, Maria Kouvatsou. He will also give a simultaneous match against 20 distinguished opponents. This will take place 17th-21st April 2001.

Chess Festival in Kalavryta

WGM Anna-Maria Botsari will attempt to break the record (in simultaneous play) held by the Chinese player Ye, in Kalavrita, as part of a chess festival that will take place 27th-28th February 2001. Ye's record stands at 1004 chessboards! All these activities are organized by SEPOKE, with the support of many cultural and other clubs. Participation is free for all.

Tenth Amber Blindfold and Rapid Chess Tournament

The "Tenth Amber Blindfold and Rapid Chess Tournament" will be held at the Metropole Palace Hotel in Monaco, 17th-29th March 2001. Advanced Chess Leon 2001

The Advanced Chess tournament will be held in Leon (Spain) June 8th-11th 2001. This is the 3rd time the event has been held and is also the 14th Leon tournament. This was originally the idea of Garry Kasparov. Players compete the help of a computer and a Database. The players will be Viswanathan Anand (India), Alexei Shirov (Spain), Peter Leko (Hungary) and Vesselin Topalov (Bulgaria). US-China Chess Summit Match

The Seattle Chess Foundation is organising the US-China Chess Summit Match March 14-18 in Seattle at the Norton Building's Harbor Club in downtown Seattle (second and Columbia). The four round match will have the top six players of each country facing each other in one game a day for four days. In addition, two leading women players and two junior players (under 18) from each country will compete each day.

Schedule: Tuesday, March 13 Children's Simultaneous Chess Exhibition. The Opening Ceremony for the match will be held at 8pm at the Seattle Asian Art Museum in Volunteer Park. World Cup of Rapid Chess

Garry Kasparov is to compete in his first FIDE event since the Yeravan Olympiad of 1996. Kasparov stresses his contract is with the French Chess Federation however. The World Cup of Rapid Chess will be held in Cannes, France 21st-25th March 2001. The event is to be organised by the French Chess Federation in conjunction with FIDE (the FIDE Presidential Board will be present during the event). There will be two groups:

Much as in the Cap D'Agde the top four finishers in each group will go on to a second group all-play-all phase. Then there will be a semi-final phase and the top two will play in the final. Time rate 50 moves in 25 minutes followed by 10 seconds a move after that.

The Linares 2001 tournament will take place 22nd February until March 7th 2001. The event will see Garry Kasparov, Anatoly Karpov, Alexei Shirov, Judit Polgar, Peter Leko and the rising star Alexander Grischuk compete in the double round robin event.

Khalifman Transcript

A transcript of Khalifman's ICC question and answer session is available. He talks at length on how he believes the FIDE Championships are the only one but isn't a craven FIDE loyalist. For instance he is not a supporter of the new FIDE time rate. He talks of the current big three (Kasparov, Kramnik and Anand) and how he feels he probably belongs in the next grouping of around 10 players (I agree). His objection to FIDE ratings. Why he isn't disappointed at being ignored by Corus (Why doesn't Khalifman get more invites? It puzzles me even in broken English he's a better ambassador for the game than many and he's playing well.) and how he believes Anand will not have sufficient recovery time to put in his best performance in Wijk aan Zee.

GM Alexander Baburin chess sites

GM Alexander Baburin has been a familiar presence on the internet with his Coffee Break magazine. He is now involved in two new websites. http://www.gmsquare.com The idea is to provide a place on the Web to those GMs who would like to have some presence on the Internet and currently there are sites of three GMs there - Alexander Baburin himself, Alexander Morozevich and Lev Psakhis. Secondly at: http://www.chesstoday.net there will be a commercial chess service, providing daily news, interviews and instruction to a wide range of players. Each issue will feature one annotated game and news from around the world, while weekend issues will have some instructional materials, particularly useful for club players. Chess Today costs about $15 for 4 months.
