1) Introduction

My thanks to Sinisa Joksic, Richard Furness, Michael Rahal, Axel Fritz, Aydin Saray, Rumen Angelov, Pahlevanzadeh, Andrzej Sykula, Radu Chirila, José Mariano Acosta, Hans Olav Lahlum, Rumen Angelov, Mikhail Golubev and all those who helped with this issue.

Veselin Topalov and Vladimir Kramnik shared first place in the Amber tournament, this in particular is a welcome return for Topalov who has had some indifferent tournaments in recent years. Boris Gelfand's first equal with Kramnik in the rapidplay was also an interesting result. Gelfand often performs well in tournaments yet is hardly invited anywhere. On the FIDE front they plough ahead with their reforms. The new time rate for FIDE events and an introduction of a rating floor of 1000 which considering the state of the rating system at the moment with its known flaws could very well wreck the rating system completely. They should be fixing the bugs. Also can a player rated 1200 be truly an International player? If people are critical of FIDE and its policies its because their decisions seem guaranteed to make the game less popular not more so and with a number of the larger Federations starting to oppose these moves their mandate to make such changes must seriously be in question (leaving aside the question as to whether it should be the Federations rather than the players that really should be making these decisions). We seem to be heading in the direction of lots of chess of only moderate quality, there should be room for chess under the best conditions and of the highest quality, a significant number of chess fans look forward to this most of all and over the years this has also proved the most effective in terms of publicity for the game.

2) Tenth Amber Blindfold and Rapid Chess Tournament

The "Tenth Amber Blindfold and Rapid Chess Tournament" took place at the Metropole Palace Hotel in Monaco, 17th-29th March 2001. The event is sponsored by J.J. van Oosterom and the total prize fund is US $ 193,250. Play will take place 13h30 until approximately 20h00 local time. Games will last up to one hour each.

The Playing Schedule was Rounds 1-4 17-20 March, Rounds 5-8 22nd-25th March, Rounds 9-11 27th-29th March. Rest days March 21st and 26th.

Veselin Topalov and Vladimir Kramnik shared first place in the final over all standings. Gelfand and Kramnik finished 1st= in the rapid event with 7.5/11. Topalov won the blindfold event.

4) FIDE

The FIDE rating list for April is due out in the next few days. A FIDE Communique, interestingly in the section about FIDE Commerce says there will be a "reduction of the rating floor to 1000 elo points" which is plainly about increasing income not anything else. The current ELO system needs fixing from well known manipulation and this may be the death nell for it as any kind of measure of chess strength. Over the years there have been many calls for an international rating system to be administered independently and openly using the Internet, perhaps this is the time for such discussions to start seriously. There was confirmation that 40 moves in 75 minutes, 15 minutes for the remainder of the game, with an increment of 30 seconds per move from move 1 is mandatory for all FIDE events and optional for other events.

OPEN LETTER REGARDING THE EUROPEAN CHAMPIONSHIPS FOR JUNIORS (AND YOUTHS) 2001

As the responsibles for International Youth Championships within our Scandinavian Chess Federations, we have received prelimenary information about the 2001 European Championships for juniors (Patras, 15.-28.07) and youths (Kallithea, 30.08-10.09). We are of course thankful to receive this information so early, and it generally appears very trustworthy. The Greek federation has proven itself to be an excellent organizer during the later years, and so the European Championships of this year should be very attractive for our best young players - even compared to their respective World Championships of FIDE.

Regarding the time limits, we are however surprised as well as dissatisfied with the information received so far. Regarding the Junior Championships, a new and reduced time limit on 75 minutes on 40 moves and the 15 minutes for the remainder of the game with an incremental 30 seconds per move is introduced. Regarding the Youth Championship no time limits are presented yet, but the late schedule (rounds starting at 15.30) indicates that they are intended to be reduced here too. According to the latest available ECU-Manual the time limits of the Junior championship is 2 hours in 40 moves, 1 hour in 20 moves and 1/2 hour for the rest of the game, and for the Youth Championship 2 hours in 40 moves and 1 hour for the rest of the game. We cannot see any reason to reduce this any further just to comply with the FIDE presidential Board recommendation. Our federations and a lot of other Europeans have delivered or are about to deliver protests against this recommendation, while as far as we know no European federation has expressed any kind of positive support for it. According to the title regulations given by the FIDE-congress in Istanbul the new time limits actually are not accepted for title tournaments, and many national rating systems do not accept those time limits (or eventually values them very low). As both championships got only single rounds, shortened time limits hardly offers any practical advantages related to the playing schedule. Most participants will then probably play chess for an average of something like 2-3 hours a day instead of 3-4 hours, and we cannot see why that should be any kind of improvement neither for the future of the players or for the future of chess. Any argument related to making the games more attractive for onlookers can hardly be presented for the two championships mentioned here, as hardly any onlookers are allowed to follow the games and hardly any of the games are presented live at internet. Finally the European Championships seems having become just more popular during the later years, so why should we change the obviously popular concept used then?

In short : We ask all other European federations to clearify their views regarding the very important question about the future time limits of the European Championships. Unless reactions then behind all doubt support reduced time limits, we ask the organizer in agreement with ECU to change the time limits of the European Junior Championship (and to clearify the time limits of the European Youth Championship) into the regular ones used last year.

Otherwise less time obviously means less chess of less quality for the participants, and we then seriously fear that the result naturally becomes less participants. At least among our young stars (to the extent in which we got any on this level!), the tendency clearly seems to be that fewer players are interested to travel abroad 10-14 days and spend a lot of money if having to play with reduced time limits. We do not want such an outcome for the European Championships, and it obviously should make the championship less attractive for ECU and the organizer too - not even to mention the sponsors.

5) 58th Polish Chess Championships

The 58th Polish Chess Championships in Warsaw took place March 17-31, 2001. Robert Kempinski and Michal Krasenkow both finished with 8.5/13, I'm unclear whether there will be a playoff. My thanks to Bartlomiej Macieja for the information.

The 12th and 13th rounds of the Bundesliga were played over the weekend of March 31st-April 1st 2001. A strong Lübeck side stayed on course for the title with two wins with a team headed by Shirov and Bereev.

7) Bled open

8) II Internet Chess Tournament "Ciudad de Dos Hermanas"

Internet Chess Club (ICC), March 30th to April 7th.

3.572 entries, among them 43 GM, half-way through the event.

IM Michael Rahal EDAMI (Barcelona) reports:

Last year, when the first edition of the Chess Internet Tournament "Ciudad de Dos Hermana" ended, the global participation figures of the event seemed very difficult to improve: 1.374 entries, 782 “on-the-board” players (eliminating the typical Internet first round forfeits), 62 represented countries, and 21 GM / 31 IM’s. Excellent statistics taking into account that it was the first event.

I would have thought that for the second edition, 10-15% more entries would be more than satisfactory. My surprise came when I checked out the last minute numbers this morning: halfway through the 12 qualifiers, there are 3.572 entries!!! If we take away the 40/45% first round forfeits in each qualifier, we are still talking about doubling last years figures, which is excellent news. 43 GM and 79 IM’s are playing, most of them in more than one qualifier!

Here follows a brief résumé of the 6 first qualifiers. There are 12 qualifying tournaments (2 swisses each day) from the 30th of March to the 4th of April; then a rest day, and the finals are played the 6th and 7th of April (32 qualifiers KO, the 12 winners and the best 20 scores). Entry for the next 6 qualifiers is still open at www.doshermanas.net where you can also see the complete classifications grid’s of the event.

11) Teimour Radjabov is a GM

Teimour Radjabov has been awarded the GM title by FIDE. Further details as to how old he was when he qualified for the title are awaited, it isn't a record but at 14 years old he is very young. 15) Sebag-Kosteniuk Match

Alongside the World Cup of Rapid Chess was a match between Alexandra Kosteniuk and Marie Sebag for the un-PC titled Girl Stars FIDE Trophy. The event took place 22nd-25th March 2001. There was a rapidplay section which ended 3.5-2.5 to Kosteniuk and then on the final day a blitz section which resulted in a big 5-1 win for Kosteniuk again for an over all score of Kosteniuk 8.5 Sebag 3.5.

Werther is a small town 13000 inhabitants in Germany near Bielefeld in a province called Westfalia. There will be 216 participants from 13 countries, five GM, ten IM and one FM. FREE ICCF Jubilee Open Email Tournament (time limit 10 moves in 60 days) This special celebration Email tournament is FREE to all chess players in the World !

The event will be played exclusively using Email communication and will comprise of three stages, with 11 participants in each Qualifying Group, and 11-15 players in each of the Semi-final and Final Sections, according to the number of entries and qualifiers. Winners and runners-up (including tied players) will qualify to progress at each stage.

All Semi-finalists will be given a free entry into an ICCF World Master Class Section and Finalists, will earn free entry to an Email World Championship Semi-final Section.

The overall Winner (tie break rules apply) will receive a free entry into the next Email World CC Championship Final and those players placed 2nd,3rd and 4th (including tied players) will be awarded free entries to future Email World CC Championship ¾ Finals.

THE 2nd EUROPEAN OPEN WOMEN'S CHESS CHAMPIONSHIP

The Championship will be held from April 21 (day of arrival) till May 5 (day of departure), 2001 in the “Marriott” Hotel, Warsaw, Poland. Full accomodation in the Warsaw's Marriott Hotel only US$ 50 per person per day in the double room and US$60 per day in the single room (the number of sigle rooms is limited).

Tournament is open for all ladies, rated and unrated from Zones 1.1 to 1.9. Entrance fee US$ 30 or US$ 60. The number of players of the federation is not limited, but the nominations must be made by the national chess federations only. Registration until March 15, 2001.

Salou Tournaments

Dortmund 2001

The Dortmunder Sparkassen Chess Meeting 2001 will have Anand and Kramnik as the stars of the event. The event which is also the 29th International Dortmund Chess Days will be held July 12th-22nd in Dortmund Opera House (1200 seats for spectators). 6 players from the top ten will be invited for the double round robin event they will include Kramnik and Anand the event will be Category 20 or 21. Karpov in Greece

The former World Champion Anatoly Karpov will visit Greece in a chess festival that will take place in Rethymno of Crete. Karpov will play in exhibition match against the 1999 Woman World Champion U-20, Maria Kouvatsou. He will also give a simultaneous match against 20 distinguished opponents. This will take place 17th-21st April 2001.

Advanced Chess Leon 2001

The Advanced Chess tournament will be held in Leon (Spain) June 8th-11th 2001. This is the 3rd time the event has been held and is also the 14th Leon tournament. This was originally the idea of Garry Kasparov. Players compete the help of a computer and a Database. The players will be Viswanathan Anand (India), Alexei Shirov (Spain), Peter Leko (Hungary) and Vesselin Topalov (Bulgaria). The main sponsors are: Telefonica, Morgan Stanley Dean Witter, Caja Duero, Chess Base, Excmo. Ayuntamiento de León, Excma. Diputación de León, Junta de Castila y León and the University of Leon. There will be 4 games per day and the event is a knockout. Timerate: 20 minutes per player, with 10 or 15 seconds increment after every move. Khalifman Transcript

A transcript of Khalifman's ICC question and answer session is available. He talks at length on how he believes the FIDE Championships are the only one but isn't a craven FIDE loyalist. For instance he is not a supporter of the new FIDE time rate. He talks of the current big three (Kasparov, Kramnik and Anand) and how he feels he probably belongs in the next grouping of around 10 players (I agree). His objection to FIDE ratings. Why he isn't disappointed at being ignored by Corus (Why doesn't Khalifman get more invites? It puzzles me even in broken English he's a better ambassador for the game than many and he's playing well.) and how he believes Anand will not have sufficient recovery time to put in his best performance in Wijk aan Zee.

GM Alexander Baburin has been a familiar presence on the internet with his Coffee Break magazine.
