1)  Introduction
----------------

My thanks to those helping me cover Dos Hermanas by sending me
the games as they progress, Gerald Schendel, Einar Karlsson,
Carlos H. Taboada,  Martin Pribyl and all those who helped
out with this issue.

This week I think I've nearly bitten off more than I can chew.
There is no www site for Dos Hermanas so I am running one
on my site. I have been getting updates several times a day
during play and also little stories aswell. I will wrap
up all the gossip from the event next week. I will just present
the games and results in this issue. All this means
everything has had to be done in a hurry for this rather
large issue of TWIC. I hope the strain hasn't shown too
much and that you will get chance to check out my www site.

2)  Dos Hermanas
---------------

Viswanathan Anand and Veselin Topalov are jointly in the lead
in this Category 19 Tournament in Spain. I have been covering
the event on my www page, updating the games several times during
play. There are also some stories and gossip about the event.
My thanks to everyone in Spain who has helped out.

The main event was the Kasparov-Kamsky game in round 1 where
Kamsky was a little fortunate to draw. They did not shake hands
at the start of the game but Kasparov offered his hand at the
conclusion of the game and this was shaken. There was, of course
no post mortem.

There was a power cut around the first time control in round 5.

4) Karpov in Nussloch by Gerald Schendel

Anatoly Karpov spoke in Nussloch to questions concerning primarily the
coming world championship match against Kamsky. Responsible for the
discussions about Elista as a venue for the match have been Makarov and
Kasparov: "They wanted to destroy the match!"

Karpow now thinks that the match will be held: The Kamskys have signed the
contract in the meantime and they have checked the venue. Kamsky should
have excused for his attacks against Iljumzhinov - this was shown on
Russian television. Kamsky should have said: "Elista is a better venue than
India."

Karpov compared Kamsky with the young Kasparov of 1982/83: "He is primarily
psychologically very strong. A very serious opponent whom I may not
underestimate. After all Kamsky had more time to prepare for the match than
me."

Karpov was astonished when he heard, that Kamsky plays Dos Hermanas shortly
before the match in Elista. He would have played in Nussloch, if the match in
Elista wouldn't
stand on the program now: "Dos Hermanas was out of the question for me
after Kasparov was invited later. I'm willing to play against Kasparov but
first I have to play the match against Kamsky."

The FIDE champion confirmed the principle of non-interference into the
internal affairs of member federations, but unfortunately "FIDE violated it
first in 1994 by recognizing Mr. Makarov as president of the Russian
federation in an unclarified situation". There is no final decision of a
Russian court.

The presidential elections in Russia will not affect the match in Elista,
said Anatoly Karpov. Karpov and Kasparov are members of a committee which
supports the reelection of president Boris Yeltsin - "but we're supporting
him from different sides".

Karpov beat Eric Lobron 2-0 in a speed chess match at the start of the
Festival.

5) 'Strumica 95'  again
------------------------

To recap as I didn't quite get things straight last week due to
an editing error.

In June 1995 there was an event played in Macedonia.
It was won by Zurab Azmaiparashvili with 16/18.

There were only 4 players in the event.(the ratings
below are the ELO January 1996 ratings.) they played
each other 6 times. The result appeared in the January
1996 rating list.

Their ratings in the July 1995 rating list are quite
revealing.

Azmaiparashvili beat Rashkovsky and Kurajica
in all their games. Kutirov scored a GM norm.

Azmaiparashvili claims quite strongly that the result
was completely legitimate. However there are other
Grandmasters who claim differently. They say that
at the end of 1995 that both Kurajica and Azmaiparshvili
were openly boasting of their achievement at fixing the
event whereby Azmaiparashvilis rating would remain high
and Kutirov (who is accused of compensating Rashkovsky
and Kurajica for their poor result) scored a GM norm.
But since then there has been a quite violent reaction from
many professional chess players at what they regard as blatant
fiddling of the rating list. Azmaiparashvili has denied that
there was anything wrong with the event and I gather (I don't
have the issue) he has offered some evidence about the
tournament including a few games in the most recent New in
Chess Magazine. He has also promised New in Chess a full file
of the games. They haven't arrived yet but the editor of New
in Chess reminded him of this at the Madrid event so we should
perhaps expect them to arrive soon.

So the next move is Azmaiparashvili's.

6) FIDE Affairs
------------

Some more interesting material appeared on the net this week about
the dispute between the FIDE President and Andrei Makarov.

I will round up this story next week.

        Dear Colleagues:

As FIDE Vice President and Russian Chess Federation President, I feel it
my duty to share the concerns that we in Russia have about the activities
of FIDE President K. Ilyumzhinov and his attempts to turn FIDE into his
personal instrument.

I am bringing to your attention a recent statement by Russia's top sports
officials, the sports minister and the national Olympic committee president,
raising questions about Mr. K. Ilyumzhinov's financial activities connected
with chess and his interference into the internal affairs of the Russian Chess
Federation. Of course, their statement is directed against the questionable
practices of FIDE President, and not against chess or FIDE.

As a FIDE official, I would like to add my personal alarm over the way in which
the recent actions of President K. Ilyumzhinov have undermined FIDE's
credibility worldwide to the point where its future as an organization tasked
with developing chess is called into doubt.

For your information, the question of transferring the 1998 Olympiad from
Elista to St. Petersburg is decided in Russia and has President Boris Yeltsin's
approval. I'll be making an official statement to this effect at the Yerevan
General Assembly.

STATEMENT

FIDE President Kirsan Ilyumzhinov on May 4, 1996 sent a statement to the
Tagansky municipal court of the city of Moscow, saying FIDE leadership
recognized Mr.Y. Bebchuk as the president of the Russian Chess Federation.

However, the April 1994 Congress of the Russian Chess Federation found
Mr. Y. Bebchuk's previous activities unsatisfactory and elected Mr. A. Makarov
to the post of the president of the Russian Chess Federation. His presidency
was confirmed by the subsequent Congresses in 1995 and 1996.

The decision of the Russian Chess Federation Congress to elect Mr. A. Makarov
to the post of president was recognized by the National Olympic Committee
of Russia and FIDE ruling organs, including FIDE Presidential Board and General
Assembly, neither of which has revoked Mr. A. Makarov's recognition.

The reference to court rulings that Mr. K. Ilyumzhinov makes in his statement
does not correspond to truth.

All international and national sports federations must be guided in their
activities by the Olympic Charter, which says that, if there is a dispute,
the recognition of the national Olympic committee is final and cannot be
overruled.

Non-interference into the internal affairs of member federations is FIDE's
fundamental principle (see Art. 1.2 of FIDE Statutes). All that FIDE President
is allowed to do in such situations is to offer himself as a mediator
(see Art. 9.2 of FIDE Statutes). FIDE President is not empowered with the
authority to revoke the decisions of FIDE's ruling organs.

In this connection, in writing his letter from May 4, 1996, FIDE President
K. Ilyumzhinov committed a gross violation of FIDE Statutes and the
Olympic Charter. The letter was the most recent move in a series of previous
wrongdoings, including the decisions to organize FIDE events on Russian
territory without consulting with the Russian Chess Federation, and many
others, which have already been noted by the international chess community.



In our opinion, the reasons for the FIDE President's gross violations of FIDE
Statutes, the Olympic Charter and generally accepted international rules are as
follows:

The December 1994 FIDE Congress accepted the proposal made by Russian Chess
Federation President Makarov to organize the 33d Chess Olympiad in 1998 in
the city of Elista in the Kalmyk republic of the Russian Federation. The offer
to host the Olympiad in Elista had been made to the Russian Chess Federation
by Mr. K. Ilyumzhinov who holds to post of President of the Kalmyk republic.

At the time, Mr. Ilyumzhinov made promises and submitted plans for building
in Elista a 4- or 5-star hotel, an Olympic village for chess players, a Chess
center with facilities for the press, and settling the problems with
transportation and communications facilities (reconstructing the airport and
installing up-to-date telecommunications), and providing acceptable drinking
water and electricity.

Mr. Ilyumzhinov said he guaranteed that the preparations and organization of
the Olympiad would be carried out entirely at the expense of the Kalmyk
republic and sponsors.

However, at present all the above problems remain unsolved, the building and
reconstruction has not even started. The time remaining before the Olympiad is
clearly insufficient for dealing with the tasks. It has thus become clear that
preparations for the Olympiad in Elista have falled through.

Meanwhile, Mr. K. Ilyumzhinov has ``forgotten'' his promise to organize the
Olympiad entirely at the expense of the Kalmyk republic and sponsors and has
asked for huge funds from the Russian Federation's budget for this event.

Mr. K. Ilyumzhinov's appetites can be illustrated by the fact that he is asking
for $149.9 million just for the construction of the Olympiv village. Contrary
to Russian Federation laws, he is also asking for tax benefits, customs duty
exemptions, large loans, etc.

In this situation, the Russian Chess Federation under Mr. A. Makarov's
leadership has taken the only possible stance and stood on the principle that
it is inadmissible to spend so much of the taxpayer's money. It has proposed
to transfer the 1998 Olympiad to St. Petersburg, a city which can organize the
event for $3 million, and which is far more attractive for sponsors.

This decision has been approved by a meeting chaired by one of the Deputy Prime
Ministers of the Russian Federation.

Nevertheless, Mr. K. Ilyumzhinov has not given up his attempts to win vast
amounts of country's money by any means at his disposal.

In view of the above, and taking into account the promises that Mr. K. Ilyumzhinov
made in connection with becoming FIDE President, it seems that he wants such
vast amounts of money for purposes other than what he says.

The Coordinating Committee for Physical Culture and Sports under the Russian
President, Russia's State Committee for Physical Culture and Tourism and
Russia's national Olympic Committee hereby state:

1. FIDE President K. Ilyumzhinov's decision to recognize Mr. Y. Bebchuk as
president of the Russian Chess Federation is a gross violation of the Olympic
Charter and FIDE Statutes. It interferes into the internal affairs of the
Russian Chess Federation, infringes on its rights and demonstrates total
disregard of the decisions made by  Russian Chess Federation congresses.

2. Mr. A. Makarov is the only lawful president of the Russian Chess
Federation; he has our full support.

3. If Mr. K. Ilyumzhinov does not revoke or cancel his decision, or if FIDE
ruling organs do not revoke or cancel it, Russia's Olympic Committee will
propose that the International Olympic Committee cancel FIDE's status as
an organization recognized by the IOC.

On October 2, 1994, International Chess Federation (FIDE) leadership (President
F. Campomanes), acting on the basis of the Russian Federation Justice Ministry
decision from July 22, 1994 and the subsequent meetings with Justice Ministry
leaders and the acting Prosecutor General, decided to recognize the new
leadership of the Russian Chess Federation headed by Mr. A. Makarov.

At the Paris FIDE Congress in November 1995, the former Russian Chess Federation
leaders (President Y. Bebchuk) asked FIDE to review that decision or to suspend
it in connection with the more that one-year-long court hearings, which are
still in progress, on a suit filed by the old Russian Chess Federation leaders
against the Justice Ministry action.

Taking into account that appeal and also noting that legality and unity in
chess are the highest priority, notes the following two important points:

1. Mr. Y. Bebchuk and the Russian Chess Federation Presidium which he headed
were elected in March 1993 at a congress of Russian chess players, attended by
all world chess champions, M. Botvinnik, V. Smyslov, A. Karpov, G. Kasparov,
all leading chess experts; the results of that congress have not been
officially doubted by anyone.

2. On June 16 1995 Moscow City Court canceled a previous ruling of a district
court that allowed Mr. Bebchul to launch a suit against Mr. Makarov as a
private individual. Thus it recognized his right to represent the Russian Chess
Federation, a FIDE member, as its president.

Taking into account the above facts, FIDE leadership at present recognizes
Mr. Y. Bebchuk as president of the Russian Chess Federation.

After the completion of the court hearings and taking into account the
decisions of the Russian Federation's judicial organs, the issue will be again
studies with all due attention and decided by FIDE executive committee.

7) Icelandic Championship 1996 by Einar Karlsson
---------------------------------------------

After 4 rounds of the Icelandic Championship 1996 GM Stefansson leads
with 3.5 points, but GM Hjartarson and GM Petursson are close by with
3 points and then GM Gretarsson and GM Olafsson with 2.5 points.  This
tournament is the strongest Icelandic Championship to date with 5 GM's
and 2 IM's taking part.  Other players in the tournament belong to the
younger generation in Icelandic chess.  Since all the GM's have placed

The editors (IM Ivan Hausner and Ruzena Pribylova) are organising an interesting
match between the Czech and Slovak Republic on 90 boards via the Internet. The
match starts at 11,00 CET on Sunday 26.05.1996. The Czech Republic team will be

10) PLAYERS SOUGHT FOR INTERNATIONAL TOURNAMENT BY BRIAN STEPHENSON

take place in Sheffield, England from Monday 17 June till Friday 21 June
1996. The tournament will be a 10 player all-play-all and is designed
for those chasing IM norms. Two of the players must be non-English

match in Nussloch to see if there were some lines with
theoretical importance for the Kamsky match. You probably know
